President of Uzbekistan Shavkat Mirziyoyev signed Decree of August 8, 2018 No. UP-5505 “On Approval of the Concept for Improving Norm-setting Activity”

“… Today’s realities require prompt response to systemic problems, the lack of solutions of which is reflected in the ongoing reforms in the country, but the rulemaking approach applied in this regard does not take into account the need to assess the impact of legislative acts on the national economy and does not achieve the goals of improving life and the welfare of citizens in the light of public opinion.

Along with this, the prevalence of laws of a framework nature, as well as the adoption of individual decisions without a specific mechanism for their implementation, adversely affects the development of the state and society as a whole, leads to the regulation of social relations primarily by by-laws.

In order to form a systematized legislative base, to improve the legal support for the ongoing reforms, as well as to consistently implement the tasks defined in the Strategy of Action:

– in a month’s time, make proposals for the organization of a complete inventory of the legislative framework and the revision of regulatory legal acts for:

– the need to review the framework, inactive and do not affect the enforcement of regulatory legal acts

– the presence of unreasonable restrictions, excessive administrative procedures and obsolete regulatory mechanisms;

The Constitution of Uzbekistan is clearly on the list of “ineffective and not affecting the enforcement of regulatory and legal acts with the presence of unreasonable restrictions, excessive administrative procedures and obsolete regulatory mechanisms.

Therefore, in accordance with this Decree of the President of Uzbekistan, the Constitution of Uzbekistan is subject to cancellation.

Democratic opposition of Uzbekistan it is time to create a “Civilian Constitutional Assembly” for the development of a new Constitution of the Republic of Uzbekistan, the main purpose of which will be the formation of a strong civil society of the country!
