Activist lawyer facing 13 charges in Tashkent Region
Uznews.net – Tashkent Region’s Yangiyul town police department has concluded an investigation into a case opened against human rights activist Habibulla Ilmuradov and brought 13 charges against him.

Ilmuradov, 52, a businessman and legal adviser known as Oybek in Yangiyul, was detained on 23 June on the charges of fraud, forgery and drug possession.

Despite the seriousness of his case, the police department completed its investigation only 10 weeks after his detention. During all this time Ilmuradov was held in a detention centre.

Investigator Akmal Mahkamov completed the investigation within two weeks in September and decided that the preliminary charges were not suffice for the activist so he added charges under a further 10 articles of the Criminal Code after finding a number of economic crimes in the activities of the Tong firm, owned by Ilmuradov.

Ilmuradov’s children maintained his innocence and said that law-enforcement agencies had planted drugs in his home to settle scores with him. They sent their complaints about the violations of Ilmuradov’s rights during the investigation to Tashkent Region Prosecutor Muhiddin Kiyemov, who is one of Ilmuradov’s ill-wishers.

The activist’s son said that Kiyemov was disgruntled with Ilmuradov after the activist helped farmer Yuriy Kisilev sue Kiyemov for ordering to destroy 3 ha of his rice plantations. As a result, Kiyemov was transferred to Jizak Region and was reappointed as prosecutor of Tashkent Region only at the beginning of this year.

Apart from Kiyemov, Ilmuradov also had a conflict with the chief of the Yangiyul town national security (SNB) department, Akmal Najmiddinov, and the chief of the town police department, Aziz Tashpulatov, over the violations of rights of residents of Yangiyul.

The activist’s relatives believe the main plotter against Ilmuradov is the former deputy prosecutor of Yangiyul and the present deputy prosecutor of Almalyk, Farruh Bakiyev, who threatened him with planting drugs several days prior to his arrest.

After his detention, Ilmuradov managed to send a note to his relatives that he was being prosecuted by Bakiyev and Tashpulatov for his complaints about their unlawful actions.

The provocation by these officials may end in a large prison term for the activist.

His relatives’ concern is heightened by the chief of the Yangiyul town tax committee, Alim Hamzayev, who said that the activist “crossed the authorities and that the authorities will punish him”.

By helping ordinary people confront abuses by the local authorities, Ilmuradov had indeed annoyed many officials.

A source in Yangiyul police said that Bakiyev was a nephew of Bahtiyar Gulyamov, the owner of the Karvon-Bozor chain of markets, who used to work as first deputy chairman of the SNB and presidential adviser on monitoring the law-enforcement agencies.

Gulyamov, who is now a pensioner, also owns hotels in Turkey and the UAE and co-owns the Perfectum Mobile operation.

Habibulla Ilmuradov did not think when he decided to fight unlawful actions of officials, like Farruh Bakiyev, he would become their victim. He now has to apply all his skills to prove his innocence.
