Dear Mr. Minister,

We, the representatives of the civil society groups of Uzbekistan, received with joy and optimism the news of the deposition of a visit to Kyrgyzstan of three senior ministers of democratic countries – the U.S., France and Germany, to Kyrgyzstan; a country, which a month ago experienced one of the most violent tragedies in its history, when well-organized detachments, mostly from Kyrgyz youth, planned to and killed Uzbeks in cold blood.

Their actions were beyond human understanding: these gangs of armed men killed babies, pregnant women and the elderly. They were equipped with Kalashnikov rifles, military vehicles APCs, as well as sticks with a string of them large nails. There is ample evidence, including witness testimony and video for the mass extermination of the Uzbeks by shootings, burning alive, and rape.
You probably already heard about some of the more horrific of these atrocities,
such as those reported by a Russian woman who was a witness. She reported of thugs tearing open the belly of a pregnant woman named Hosiyat, snatched the baby that was still alive from the mother’s womb and then began kicking it as if it were a ball. Or another occurrence, when these thugs threw Uzbek children out of the windows of three and four story houses.

The most horrifying story portraying the same thugs that is shown in the video, shows a crowd of Kyrgyz youth setting fire to and mocking a group of Uzbeks and at the same time enjoying what they saw: they shouted the words “Death Sart!”, which means “Death to Uzbeks!”. Houses belonging to the Uzbeks, were also marked with the word “Sart”.

More than 400.000 of Uzbeks are homeless and more than 100.000 of them were
forced to move to the Kyrgyz-Uzbek border. Thus, in Kyrgyzstan, there has been blatant genocide against Uzbeks and crimes against humanity on a large scale. But the woes of the Uzbek population of southern Kyrgyzstan were not over. Currently a great part of the authorities of Kyrgyzstan blatantly falsifying all that
happened in June 2010 on a massive scale, and it is this which we would like to bring to your attention.

Kyrgyz authorities are trying to hide from the world the true scale of the
tragedy and to shield the real culprit. State National Security Service of
Kyrgyzstan in its press release dated June 24, 2010 announced that 244 died in
clashes between Kyrgyz and Uzbeks. On July 12, 2010, interim deputy prime minister of the republic Azimbek Beknazarov in an interview spoke of 893 registered victims. According to him, even more were killed, since many were
buried without registration. Representatives of the Uzbek people argue that of
the total number of deaths, at least 3000 were Uzbeks.
Supervising power structures of power
A. Beknazarov flatly refused to name the relation with the victims Uzbeks and
Kyrgyz. According to the facts stated by Kyrgyz authorities, the genocide today transferred from a street level to a state level. Now representatives of the
authorities themselves – police and military by conducting joint operations with
the slogan “get” mass arrests of Uzbeks who have had at least some protection
from the heavily armed gangs of Kyrgyz youth.

Methodically, deliberately destroyed evidence, the evidence of atrocities committed by Kyrgyz thugs, have removed mobile phones, camcorders, audio and videotapes, using, and which were printed scenes of murder, rape, arson.

Every day, in all the territories densely populated with the Uzbeks, are the
arrests of representatives of the people. To be able to arrest, dirty methods were used by well-known intelligence services of neighboring Uzbekistan: tossing arms, narcotic substances. According to the Ombudsman of the Republic of Kyrgyzstan Tursunbek Akun 80% of all those arrested are Uzbeks. Under arrest sit defenders Azimjon Askarov, Faruk Gapirov and several other prominent persons from the Uzbek community who have been tortured in order to
admit they allegedly committed their crimes against the Kyrgyz people. In
fact, they tried to collect evidence of genocide by the Uzbek-Kyrgyz armed
gangs.
None of the rule of law do not arrest those with arms to defend his life, his
home and his family. But today in Kyrgyzstan arrested hundreds of Uzbeks, and
they are accused of inciting ethnic hatred, murder, arson and looting. At the
same time, the main perpetrators of these crimes remain at large and preparing
for another attack.

The new government has done absolutely necessary after the withdrawal of these
terrible crimes against the Uzbeks. After the murder of more than 3 thousands,
maimed more than 5000, forced around half a million Uzbeks to escape, dipole
destruction of more than a thousand houses, national and cultural centers,
businesses. Uzbeks constitute more than 15% of the population,
any thought to the power of these terrible crimes and possible consequences in
the near future date. No nation can just forgive and forget all the
humiliation and bullying each other, which has not yet stopped.
Therefore, its alarming that the authorities’ refuse to investigate the causes of this national tragedy with the help of an independent international commission. Why do the authorities of Kyrgyzstan not even permit an independent investigation?
Think about it, Mr. Minister, and try to explain to the Kyrgyz authorities that
with such a waiver, they only aggravate the situation by exposing yourself as a
participant in the crimes, who is afraid of disclosing their actions.
We are most concerned about the current situation with hundreds of thousands of Uzbeks who have remained without a roof over their head, without their ordinary and the necessary things – documents (some of which are just burned down, others were seized by police and destroyed during sweeps!), food, blankets, warm clothing, shoes, etc. What will happen to them tomorrow? How do they survive in such a situation, when the state looks at them as enemies, as unwanted people?
Another important problem is unfair distribution of
humanitarian aid. The bulk of humanitarian aid being stolen, only a negligible
part of this aid reaches Uzbeks who abandoned themselves forced to fend for survival. In this regard, we deem it appropriate and in dire need for representation of an international force imeyushih in the structure of international police units and the various services on legal support of civil rights, for guidance and preserve order in the Osh and Jalalabad areas by type of international forces, temporarily deployed in the Kosovo after the ethnic conflict in Yugoslavia. It is also necessary to develop an urgent plan to help the hundreds of thousands of victims during the ethnic conflict.

To determine the size and volume of such assistance, we ask you to contact representatives of the Uzbek community in
Osh, Jalalabad cities.

It is important that you meet with representatives of Uzbek communities and listen to stories of the victims themselves, not only from representatives of public services in Kyrgyzstan.

With respect and hope for the promotion of your country in resolving the
difficult situation in Kyrgyzstan.
