The International Fund for Saving the Aral Sea is a regional organization established in 1993 by Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan in order to eliminate the ecological crisis and improve the social and economic situation in the Aral Sea basin.

During these 25 years at numerous meetings and meetings of this Fund, many agreements and cooperation agreements have been developed for the joint use and protection of water resources in the Aral Sea basin, they have not been implemented by all countries of the region.

This meeting again demonstrated that there is still no single approach by the heads of all 5 states in the problem of more rational use of the region’s water resources, which becomes the most important problem in the future ensuring social, economic and environmental security of this region.

The last summit of the heads of the founding states of the International Fund for Saving the Aral Sea on August 25, 2018 again showed that the leaders of all five states in principle can not come to a single approach to the problem of rational use of the transboundary waters of the region. This problem, taking into account the predicted increase in summer temperatures due to climate change, is becoming the most important factor in maintaining the political, social, economic and environmental stability of this region..

In my deep conviction, it is necessary to establish external control under the auspices of the UN over all the water resources of the region in order to initially organize an accurate and continuous accounting of all types of water use in all countries of the region. And then, based on the data of this accounting, organize rational water use in the region, taking into account the interests of all groups of water users.
