I propose to discuss the following version of the Constitution of Uzbekistan:

1. Only the first edition of the Constitution, which was published in issue 247 (438) of the newspaper “Narodnoye Slovo” on December 15, 1992, was recognized as genuine and unchangeable.

2. If necessary, amend only in addition to the Constitution.

3. I consider it necessary to introduce the following amendments to the Constitution:
– The people of Uzbekistan are the civil society of Uzbekistan. Therefore, the source of power is the civil society of Uzbekistan.


– Citizens of Uzbekistan have the right to buy and sell agricultural land to citizens of Uzbekistan in limited quantities. The owner of the land freely disposes of the crop.

– Citizens of Uzbekistan have the right to freely fight for the preservation of the country’s natural resources and freely participate in the global fight against climate change.

In 2003, the “Freedom House” in Tashkent was already actively discussing the Constitution of Uzbekistan. Proposals were made on its democratization and liberalization, and the final text was sent for consideration to the Oliy Majlis of Uzbekistan.

A few days later, when I was returning from Freedom House, I was met on a narrow path by about 15 schools in Chirchik. One asked me to smoke, and the other one hit me on the head. I fell, and I was kicked on the head – I covered my head as best I could. I realized that they were just killing – fortunately there was a deep cliff near me – I rushed into it and so I escaped.

The doctors demanded immediate hospitalization, but I was afraid of being in the hospital, I did not have the support of other human rights activists. So I wrote a receipt that I refused treatment and went home. My relatives were later frankly told that this was a punishment for my activity in “Freedom House”.

Apparently, Karimov’s regime particularly did not like our criticism of the absence in the Constitution of Uzbekistan of a “procedure for the possible removal of the President from office.”
