The statement of the Human Rights Society of Uzbekistan
About prosecutions of its members and other legal experts by the authorities of Uzbekistan.


Human Rights Society of Uzbekistan (HRSU) from the date of its basis (on February, 2nd, 1992) regularly is exposed to prosecutions from outside the authorities of Uzbekistan.  HRSU  six times put in statements to  registration to  Ministry of Justice of Uzbekistan, but  the  Ministry  has not received it. Within 17 years 28 members of HRSU are condemned on forged accusations, 18 – have left the country. At present time  9 members of HRSU only 14 legal experts, and also two sons and two nephews of legal expert Ahmadzhon Madmarov) are in jails. Members of  HRSU Norboy Holjigitov, Alisher Karamatov, Azam Farmonov who are unfairly condemned for  long imprisonment terms, are exposed to severe tortures, brutal, awful  treatments .  To heavy tortures is exposes  the poet, legal expert Jusuf Dzhuma (Sahroy Sherlar”) and legal expert Azam Turgunov (“Mazlum”). Those members of HRSU who are not behind a lattice or have not left the country, constantly are exposed to such prosecutions as shadowing from outside employees  of Service of National Security  and police (Bahodir Namozov – the head of Initiative Group on branch HRSU  registration in Uzbekistan, Gulshan Karaeva – chairman  of HRSU on the Kashkadarya  region, Mamir Azimov – co-coordinator of  HRSU in the Dzhizak region, Saida Kurbanova, the chairman of Pahtakor regional branch HRSU in the Dzhizak region, Nodir Ahatov – chairman of  HRSU on a city of Karshi, Nurali Kulobov – member HRSU in the Kashkadarya  region). Them cause for interrogation to police offices, Office of Public Prosecutor, hold under house arrest, do not allow them to meet foreign delegations, diplomats of foreign embassies in Uzbekistan or to participate in peace pickets.
Because of prosecution of the authorities of Uzbekistan following members of HRSU
have been compelled to leave the country:
1. Abdumannob Pulatov, chairman of HRSU 1992-2001, (nowadays the citizen of the USA);
2. Talib Yakubov, chairman of HRSU in 2001-2009, the resident of France;
3. Abdujalil Boymatov, president  of HRSU since May, 6th, 2009, the resident of  Ireland;
4. Tursinboy Utamuratov, chairman of HRSU on Republic Karakalpakstan, the resident of the USA;
5. Jadigar Turlibekov, the former chairman HRSU on Kashkardarya  region, the resident of the USA;
6. Sobir Tulaganov, chairman of HRSU on the city of Tashkent, the resident of the USA;
7. Muhiddin Kurbanov, the former chairman of HRSU on Zarbdorsk district( Djizak region) resident of Sweden)
8. Hayitboy Kuziev, chairman of HRSU on Papskiy  district(the Namangan   region), the resident of Sweden;
9. Jusuf Rasulov, the journalist (Tashkent), the resident of Sweden;
10. Tulkin Karaev, the journalist (Karshi), the resident of Sweden;
11. Sobithon Ustabaev, (the Namangan region), the resident of Holland;
12. Isakzhon Zokirov, (the Andijan region), the resident of the USA;
13. Olim Yakubov, (the Djizak region), the resident of France, the son of Talib Yakubov;
14. Egamnazar Shaymonov, the former chairman of  HRSU on Dustlik district (the Djizak region), the resident of  Canada;
15. Larisa Vdovina, (Tashkent), the resident of  Switzerland;
16. Umarhon Ustabaev, (Tashkent), the resident of Canada;
17. Yuldash Nosirov, (Tashkent), the resident of  Sweden;
18. Ruslan Sharipov, (Tashkent), the journalist, the resident of  the USA.
The list of legal experts, members of HRSU and other human rights organizations which are in jails:
1.       Norboy Holjigitov, was born 1950 , chairman of HRSU on Ishtihan district of the Samarkand region, is arrested on June, 4th, 2005. He is condemned for 10 years of imprisonment on forged criminal case 18 October of the same year by the Samarkand regional criminal court.  At present time  he is In a colony of execution of punishments (KIN) ?? 64/49 (Karshi)  Sight has strongly worsened, moves hardly because of a diabete, has grown thin for 35 kg.
2. Habibulla Akpulatov,  was born 1950, member of  HRSU of Ishtihan district branch in the Samarkand region;  is arrested on June, 4th, 2005. H is condemned for 6 years by the Samarkand regional criminal court on October, 18th the same year;
3. Sattor Irzaev, member of HRSU of Ishtihan district branch in the Samarkand region; He is arrested on June, 4th, 2005. It is condemned for 6 years by the Samarkand regional criminal court on October, 18th the same year.
4. Azam Farmonov, was born 1978, chairman of HRSU on Syr-Darya region. Was exposed to numerous provocations from outside. In 2006 he is condemned for 9 years on forged criminal case. He is in KIN ?? 64/71 (the settlement Zhaslyk, Republic Karakalpakistan), is exposed to severe tortures and mockeries.
5. Alisher Karamatov, was born 1968, chairman of HRSU on Mirzaabad district of Syr-Darya region. In 2006 his is condemned for 9 years on the same criminal case, as A.Farmonov.He is  in KIN ?? 64/49 (Karshi). Is ill with the heavy form of a tuberculosis, he  is exhausted, is exposed to tortures and mockeries. Receives medical treatment in KIN ?? 64/18 ( Sanitary town);.
6. Nasim Isakov, was born 1966, member of HRSU (Djizak), is arrested 27.10.2005 by the Djizak city is court on criminal cases 20.12.05 sentenced  8 years of imprisonment. He is  in KIN ?? 64/3 (settlement Tavaksay, the Tashkent region);
7. Jamshid Karimov, the independent journalist, member of HRSU of the Djizak regional branch, the correspondent of “Institute of War and Peace” (IWPR, Great Britain), the son of the oldest brother of the president of Uzbekistan Islam Karimov by name of Arslan. Relatives 39 summer Jamshid  Karimov  last time saw him  on September, 12th, 2006 when he  left the house to visit sick mother who was in hospital. On September, 25th relatives have learnt that he  is placed in psychiatric hospital in the city of Samarkand. Conditions of the maintenance of Jamshid  Karimov  remains under strict secret.
8. Zafar Rakhimov, the repairman of cars. The member of Kashkadarya regional branch of HRSU  is arrested in April, 2007; in October, 2007 by Karshi city court on criminal cases he  is sentenced to 6 years of imprisonment;
9. Yuldash Rasulev, the repairman of cars, the businessman. The member of Kashkadarya regional branch of HRSU, is arrested in April, 2007; in October, 2007 by Karshi city court on criminal cases he  is sentenced to 10 years of imprisonment.
10. Yusuf Zhumaev,  was born 1951 of the river, the national poet, human rights organisation “Sahroy Sherlar”. He is condemned in April, 2008 for 5 years of imprisonment for the requirement of resignation of the president of Uzbekistan. He is  in KIN ?? 64/71 (settlements Zhaslyk). Is exposed to tortures and mockeries.
11. Mashrab Zhumaev, human rights organization “Sahroy Sherlar; the son of political prisoner Yusuf Zhumaev. The farmer, the invalid of 2nd group. 11.03.08 he is condemned for 4 years of imprisonment. The place a finding is not known.
12. Abdurasul Hudaynazarov, was born 1956 , the chairman of a HRO”Ezgulik” on Angren the Tashkent region. He  is condemned in December, 2006 for 9,5 years of imprisonment. He is in KIN UYA 64/21 (Bekabad, the Tashkent region). In a colony is exposed to tortures, in the summer of 2008 tried to commit suicide;
13. Solijon Abdurahmanov,  was born 1950, the chairman of the International society of human rights (??PCHU) on Republic Karakalpakistan, the journalist, is condemned for  10 years of imprisonment in 2008. He is  in KIN ?? 64/49 (Karshi);
14. Agzam Turgunov, was born 1952, the chairman of a HRO “Mazlum”, member of Democratic party ” Erk”. It is condemned to 10 years of imprisonment in the autumn of 2008. He is  in UYA 64/71 (settlement Zhaslyk, Republic Karakalpakistan).
Madmarov Abdulla, was born 1972, is condemned for religious sights on suspicion to participation to «by Hizb ut-Tahrir».
Madmarov Habibulla,was born 1974, is condemned for religious sights on suspicion to participation to «by Hizb ut-Tahrir».
Madmarov Abdulahad,was born  1972 , is condemned for religious sights, on suspicion to participation in Hizb ut-Tahrir.
Madmarov Abdusamad, was born 1974, is condemned for religious sights on suspicion to participation in Hizb ut-Tahrir.
Sons and nephews of the chairman of the Independent Organization of human rights of Uzbekistan (nopchu) in the Fergana region of Ahmadzhon  Madmarov ; were exposed to tortures and  to humiliations, are condemned on forged cases  for punishment by the authorities of Uzbekistan for his active human rights activity. Ahmadzhon Madmarov is awarded by the award of International Fund “Front Line” in 2006 which is awarded to the legal experts, conducting the activity in the conditions of risk.

HRSU  considers that prosecution of legal experts by the authorities of Uzbekistan is rough infringement of the Constitution of Uzbekistan, the International Covenant on Civil and Political rights, ratified by Uzbekistan on September, 28th, 1995, the United Nations Declaration on Human Rights Defenders (the United Nations Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms , accepted General United Nations Assemblies on December, 9th, 1998), EU Guidelines on Human Rights Defenders (Accepted by the European Union in 2004).

HRSU calls the authorities of Uzbekistan:

1. Immediately to release the poet, legal expert Yusuf  Dzhuma, and also 13 condemned legal experts, two sons and two nephews of legal expert Ahmadzhon  Madmarov  and the defendant of legal expert Dilmurad  Sayid. All of them are arrested and subjected suit on forged cases  by the authorities of Uzbekistan;
2. Immediately to investigate cases when legal experts are exposed to the tortures humiliating advantages of the person to references, intimidations and any different kind to prosecutions. To reveal persons who have committed crimes against legal experts, to publish surnames of these people in mass media and to give of them in charge justice;
3. To provide visiting of relatives and lawyers of the legal experts who are in jails. If the legal expert (on freedom,  is arrested or is in jails) requires medical services to create all necessary conditions for the guaranteed reception of such services;
4. To the legal experts who are in jails to create such conditions where they would not be exposed to inhuman humiliations, to tortures and to them  had been guaranteed all rights according to article 5 of the General Declaration of Human rights;
5. To create all legal conditions for legal experts, human rights organizations, including by means of registration;
6. Immediately to stop a putting legal experts in psychiatric hospitals;
7. To create all conditions that legal experts freely, without fear, without prosecutions could conduct human rights activity.
